Buffers the specified vector layer.
Parameters:
TheInputLayer - input layer can be point, polylines, or polygon
TheOutputLayer - output layer is always polygon
Distance - distance in reference (map) units
QuadrantSegments - number of line segements for the end caps (more takes longer but is smoother)
EndCapStyle - how to finish the ends of the buffers.
Throws: Exception
